Civil disobedience and civil unrest - The UDP and the PUP way Print E-mail

Every time these POWER HUNGRY PUPs have decided to and have broken the law by doing things like burning of tires on public roads, like they did on Wednesday of this week, they would speak about the then Leader of the Opposition calling for Civil unrest back in 2005. Well like with most other things, the PUP is once again spreading lies. In 2005, Hon. Dean Barrow, who was the Leader of the Opposition said NO SUCH THING. We will attempt to put that PUP LIE to rest once and for all ,by reminding Belizeans, what the Hon Dean Barrow said back then. Below is what 7 News Belize reported that he said at a UDP Press Conference, on 19th April, 2005.

“This government, it is clear, must ultimately go and we are all determined it must go sooner rather than later. As the long nightfall of the PUP departs, it is the UDP that cometh in the morning. Turning to the larger picture ladies and gentlemen the consensus objective it is now clear is the resignation of the government and the fixing of fresh elections. Given that objective the United Democratic Party calls for and will urgently seek a formal alliance with the National Trade Union Congress of Belize, the Association of Concerned Belizeans, and all other interest groups that are determined to realize the objective. The UDP will for its part begin now a sustained campaign of civil disobedience. I have chosen that word deliberately in contrast to any other that may conjure up the specter of violence. We are convinced that the objective can be achieved without any resort to violence. This is to be a peaceful or velvet revolution.”

Now for clarity, let us describe what CIVIL DISOBEDIENCE is as opposed to CIVIL DISORDER or CIVIL UNREST. Civil disobedience is the active, professed refusal to obey certain laws, demands, and commands of a government, or of an occupying international power. Civil disobedience is sometimes defined as having to be NONVIOLENT, to be called civil disobedience. Civil disobedience is sometimes, therefore, equated with NOVIOLENT RESISTANCE. That would involve things like work to rule, go slow, walkouts, sitouts, demonstrations and other such non-violent forms of protest. On the other hand CIVIL DISORDER or CIVIL UNREST is a totally different situation. Civil disorder, also known as civil unrest, is a broad term, that is typically used by law enforcement to describe unrest that is caused by a group of people. Civil disorder is also described as any public disturbance involving acts of violence by assemblages of three or more persons, which cause an immediate danger of or results in damage or injury to the property or person of any other individual.

As we have shown with the two different definitions, the two situations are opposites of each other . In Hon Dean Barrow’s pronouncements, he made sure that he explained himself properly by stating what was the UDP’s intention. He did so with the following three sentences .” I have chosen that word deliberately in contrast to any other that may conjure up the specter of violence. We are convinced that the objective can be achieved without any resort to violence. This is to be a peaceful or velvet revolution.” At no time did he or any other official of the UDP ever suggested or asked anyone to do anything illegal. Unlike recently when some HIGHLY PLACED PUP OFFICIALS were caught on tape imploring people to go and block the Orange Walk Toll Bridge. It is also not like recently when many PUP officials were boasting that they had achieved an objective by blocking a bridge. What happen in 2005 was unlike what the Leader of the Opposition, who while leading about fifty people who were blocking the Toll Bridge , told the police, if they wanted him to move, they would have to arrest him. The situation in 2005 was also not like the situation where a present sitting PUP Area Rep. drove his vehicle onto the Toll Bridge and parked across that bridge thereby blocking the free flow of traffic. The PUP and their HIRED THUGS can burn as much tires as they want, but it will not gain them power. In fact what it will do is to turn people off. Those persons who were inconvenienced by the Wednesday burn fire, will remember them when election day comes around. People who get out their beds, don’t do so to just to be held up by a burn fire. They are out that early because they have a reason to be out that early and anyone who prevents them from moving freely will not get any love from them.
